Ruffians, Rebels, and Rogues (Other Gangs)

In the alleys and alehouses of Charhollow, Coalridge, and Dunslough there are  outcasts, rebels, and would-be revolutionaries. the Movement is a tangled octopus - factions schism, break, change and reform, and personnel often switch gangs. There are many competing ideologies and methodologies evolving here.

THE RUNAGATE COMMUNE
An uneasy mix of intellectuals, deserters and thugs. They live in the mostly abandoned, crumbling tenements of the district. Rat and roach infested, and slowly sinking in to the mud, this is actually the best and most stable part of Dunslough. They claim their commune is the New Way, and the New World.
Turf: New Way Hospice, Dunslough
NPCs: Doctor Sabrehagen (leader, intellectual, pacifist, voracious reader); Mud, Pit, and Slag - former prisoners of Ironhook.
Notable Assets: The Ruffians, a gang of deserters and thugs who protect the commune.
Quirks: Dunslough's only stable market is at the Hospice.
Allies: Deathlands Scavengers, Ironhook, Janglers
Enemies: Inspectors, City Council, Red Beggars
Rumours: Saberhagen has drawn dilettantes from Charterhall and unionisers from Coalridge, but frankly the stinking mud and plague of Dunslough is too far a departure from their usual haunts. Sabrehagen's movement is faltering, and there are rumours he needs to move to better lodgings. What will become of the Commune then?

THE JANGLERS
Dissidents and unionisers, agitators and demagogues, and smugglers of prohibited pamphlets. Their calling card is a broken shackle.
Turf: Tenements and alehouses in Coalridge, a few street corners and cellar bars in Charterhall.
NPCs: Kurt Janglers (leader, idealistic, theatrical, cheese affectionado);
Notable Assets: Concealed printing press, the Spark (a revolutionary magazine), deals with local smugglers and hawkers
Allies: The Grinders, The Lost, Ink Rakes
Enemies: Billhooks, Bluecoats, City Council, the Hive
Rumours: No one knows who really runs the crew. There are at least half a dozen men claiming to be Kurt Jangles, and to be leading the group.

THE RED BEGGARS / NOGOODNIKS
Violent revolutionary fanatics, home to those rebels who have rejected peaceful methods. They finance themselves through threats and extortion.
Turf: Hidden safehouses in Charhollow and Dunslough
NPCs: Candra, anarchist explosives expert
Notable Assets: Hidden caches of explosives
Allies: Grinders, Janglers, the Lost
Enemies: Bluecoats,  Inspectors, Runagate Commune, Spirit Wardens, The Lost
Rumours: Although disparagingly called "nogoodniks" by other dissidents, the Red Beggars both defend and finance their less militant brothers and sisters, so despite their distasteful methods, they can't be disposed of.

THE BILLHOOKS
A bloody gang of thugs and killers who dismember their enemies and strut the docks armed with hatchets, meat hooks, and pole arms

Turf: The Butcher's Block tavern, all the alleys between Red Hook, Sanguine Street and the Dangling Market
NPCs: Tarvul (leader, serving life in prison, savage, arrogant, family man). Erin (captain, Tarvulís sister, confident, deadly, ambitious). Coran (thug, Tarvulís son, fierce, loyal, quiet).
Notable Assets: A large gang of bloodthirsty butchers. A pack of death-dogs.
Quirks: It's said they chop up victims and turn them into cuts of meat for resale
Allies: The Bluecoats, Ministry of Preservation, Snuffers, Drop Outs
Enemies: Ulf Ironborn, The Lost, Citizenry of Crow's Foot and the Docks
Rumours: The Billhooks have a bloody reputation, often leaving the butchered corpses of their victims strewn about in a grisly display. Many wonder why the Bluecoats turn a blind eye to their savagery. Allegedly they can murder people without the deathseeker crows finding the body too. Since Tarvul went to prison, they have been terrorising various magistrates to try and get him and their men released from ironhook.

CULT OF THE WHISPERED SCREAM
A new and ambitious cult, freshly arrived from Tycheros. They practice a strange philosophy revolves around unleashing harnessed madness from beneath a veneer of sanity.
Turf: Demon's Cross (Charhollow), and expanding northwards towards Crows Foot
NPCs: The Thing in the Suit (leader, mysterious, unnatural, immobile); Master Phang (obese, jovial, monstrous), Master Skin (pale, horned, sinister spectacles), Little Sin (doll, hull, hideous), Slit (leatherclad cutter, lips stitched closed)
Notable Assets: A dire opiate den, an expendable cohort of desperate and insane thugs and addicts with nothing to lose
Quirks: They buy essential alchemical supplies and exotic drugs from the Drop Outs
Allies: Forgotten Gods, Circle of Flame
Enemies: Spirit Wardens, Cult of the Ecstacy of the Flesh, Inspectors
Rumours: The Scream are expanding rapidly, and seem to have their heart set on hurting the cult of the Whispered Lady - targeting a number of their flophouses and soup kitchens.

A hardbitten mercenary company with rumoured ties to the underworld

Turf: Offices in Charterhall, Barracks in Charhollow
NPCs: Commander Wolfram (leader, professional, grim); Quartermaster Audwine (business-like, insightful)
Notable Assets: Heavy weapons; numerous cohorts of experienced ex-military personnel.
Quirks: Their reputation is professional, elite, and violent.
Allies: Circle of Flame, Imperial Military, Skovlan Refugees
Enemies: Silver Nails
Rumours: Several companies of Belltower mercenaries are known to work for the underworld, doing elite discreet work for (among others) the Circle of Flame.

One of the city's most exclusive private clubs. It is renowned for its luxuries and rumoured debaucheries, the Centuralia club caters to the vices of those fortunate to be rich and powerful enough to demand complete discretion in their vice. The relative legalities of these entertainments matter not at all. Although he remains silent on these matters, its owner, Harvale Brogan, is said to be one of the city's premier purveyors of vice.

Territory: Centuralia Club, off-Sagacious Street (Brightstone)
Notable NPCs: Havale Brogan, Proprietor (shrewd, quiet); Rothe Kinclaithe, Duellist (stylish, disturbing, cruel), 
Notable Assets: The Rakehell Petrichors, a cohort of brash duellists.
Quirks: The club enjoys the secret membership and patronage of many rich and powerful citizens.
Allies: Bluecoats, Cabbies, City Council, Servants
Enemies: Hive, Inspectors
Word on the street: The Centuralia is where the old and new elite mixes. It is very proud of its discretion and effectively controls the surrounding streets and ways into/out of its secluded square. It is said that the Hive do not approve of its secret sources of contraband.
